Tax Revenue!?

Why is it if you are king and set a 5% tax the people get taxed at 50%? Because the revenue the treasury gets doesn't come close to the money lost by my players...
Some other things I have been thinking about are
- there should be more motivation for killing characters...I'm not suggesting anything stupid like how LORD does it, but you should atleast get like 100,000 experience or so for killing some high-level character don't you think? or maybe how much they lose (based on the dungeon level percentage)? I don't know what it is now, but probably like 15 or 20,000...so I don't bother.
- could there not be a better way for the dungeon fights to take place? the spells are ok, I guess, but the way it is now really makes armor almost pointless. i think i'd rather see no spells, but make it where the monsters hit for more (even at difficulty 10 it's not that difficult w/o spells). maybe a magic resistance characteristic...that would make for a cool necklace or rings...? OR, they should just be tougher...I mean, at level 20 or so you buy a couple million dollar weapon and can't you just about kill every monster with just one hit, atleast for like 40 or so more levels?
- playing a bad character (unless there's something in the game I don't know about) seems the only way to go...cause you miss out on tons of experience if you don't beat the dogs with clubs for each of your evil deeds. Yes I am a troll barbarian, so maybe other people can't last, but I've never not been able to just stomp all of the dogs and gets lots and lots of experience...a hefty fraction of what you get in the dungeons. maybe the dogs should give like 1/3 of what they do now or something. oh and this: when you're done it says something like \"30 dogs for a total of 1750 experience!\" ... it keeps a running total of the dogs but tells you the experience per dog instead of the total amount you earned like the words suggest.
- the special events that happen in the dungeon (running into the orcs, plundering the graves, etc) are death sentences! I have never survived any of those types of battles.
- what is the deal with the way monsters adjust according to your own stats? for fun I was editing my character and fighting the supreme being...I gave myself like 30,000 hitpoints, strength, and defence...but he was no easier to beat...is that how it should be? I thought the monsters also might have acted funny when I was changing their stats...
