Usurper Board

In v20 I'm a god and I have a Havre of over 2000 with a lot of believers. Is there a time where I will become a higher spirit? I ask Manwe for help and he just laughs and dismisses me. What are some of the criteria for raising your level? Maybe just as if you were a mortal, your status board would tell you?
