Just a small suggestion for the Usurper -
* I think it would be a neat feature if a player can hold a sysop configurable amount of items in a \"closet\" of their home. This way, the items they find, they can store in there.
I'll send more suggestions when I have some time but let me know what you think.

phpbb. Yes, it's free and you can run it with mysql or one of the other databases supported.
You will need: webserver, database, php4 and phpbb.
I would advise you to read and use the installation guide which comes with phpbb. It was enough for me to get things going.

I tried going over the docs and set up MySQL with the PHP database it asks you to do. When I try to run the install.php, it says cannot connect to localhost. I can't seem to run the install for PHP. Not sure what I'm doing wrong? It cannot connect to localhost either for some reason? Any help would be really appreciated! Thanks my friend.
